Technology Against Terrorism

We are working with the Tech Against Terrorism initiative to host an an introduction, open discussion, Q&A and networking with representatives of some of Tech Against Terrorism’s major industry partners.
The Tech Against Terrorism initiative is implemented on behalf of the UN Counter-Terrorism Executive Directorate (UN CTED) pursuant to UN Security Council Resolutions. Our mandate is to develop innovate public-private partnerships that support industry-led self-regulation in tackling the terrorist exploitation of the internet while respecting human rights. Our scope is global and across all technologies that have the potential of exploitation by terrorists. Our main activity involves working with global tech sector to share best practice (policy, guidelines, learning materials, practical workshops) within the industry and with governments. As part of ongoing capacity-building we also develop tools and databases to support improved intelligence-sharing and understanding of the risk of exploitation.
Marie-Curie Fellow, School of Oriental and African Studies and the CNRS
Dr Joseph Downing has been awarded a Marie-Curie individual fellowship to conduct a research project on social media by Muslim organisations and individuals to de-securitise Muslims in the UK and France, based at the School of Oriental and African Studies and the CNRS. He has published widely on politics and sociology in France, concentrating on minority communities. He has also been widely consulted by broadcast and print media. Dr Downing will be presenting on current trends in technology and terrorism.
Consultant and former Head of Specialist Investigations and UK National Terrorist Financial Investigation Unit (NTFIU) at SO15 Counter Terrorism Command at New Scotland Yard
Andrew retired in January 2017 as Head of Specialist Investigations and UK National Terrorist Financial Investigation Unit (NTFIU) at SO15 Counter Terrorism Command at New Scotland Yard. He had strategic and tactical oversight for all financial investigation and crime disruption investigations to identify, arrest and charge or disrupt terrorist offenders and their associates. Andrew will be presenting on terrorist financing and FinTech.
